If so, then...I'd give advantage to the power. Simply by specualtion: the justice has been installed by the power! So, the power is in superb postion over justice. Not only over justice,m but over everything.

I am not sure if the two can be put opposite each other??
Power doesn't automaticaly mean injustice! The justice can and does have the power!
Perhaps more appropriate question would be: is the power of an unlawful deed stronger than justice. Or that's what OP actually meant?

Who set out intenational law? Who enforces that law? The superpowers, (like: USA, Russia, China, UK, ...).
